Cross-Platform Cydia/Installer repo downloader

## Requirements
.NET Core 3.1 or later  
An internet connection.

## Command Line Options
`dotnet RepoFullDownloader-Core.dll <url>`  
Running with no URL will use the repo list from `repos.txt`
